Evaluation studies on the crime effects of CCTV show weak results. Is the operation of video surveillance, hence, only symbolic policy? Against this assumption the article argues that the actual practices of surveillance need to be kept studied. As an instrument of 'lean policing' and for the storage of data CCTV is increasing power for repressive purposes -- in particular when operated in the context of thickening surveillance webs.
